Because this code appears on dozens of different products, including motherboards and graphics cards from the mid-2000s, there is no single "N13219 manual".
The manual makes no mention of RGB headers. Unless your specific pre-built came with ASUS Aura (very rare on N13219), there are no 12V RGB or 5V ARGB headers. Use a SATA-powered controller instead.
